ENTREPRENEURSHIP & SKILL DEVELOPMENT PROGRAMME & NEED BASED ASSISTANCES

Entrepreneurship development institutions play a vital role in preparing young people to be responsible, enterprising individuals so that they can contribute to economic development and sustainable communities. Recognizing the need to develop the infrastructure, teaching aids etc. of such institutions, an initiative for ‘Need-based Assistance to Institutes/Partner Agencies’ has been introduced under the Entrepreneurship Development Scheme (EDS) of the Government of Mizoram. This is supplemented by the “Entrepreneurship-cum-Skill Development Programme” which provides funding for organizing training programmes and imparting entrepreneurship skill. The initiatives will provide financial assistance in the form of Grant-in-Aid to Institutes/Partner Agencies engaged in promoting and developing entrepreneurship in Mizoram based on the following criteria and conditions and further subject to the authority/administration of the Mizoram State Entrepreneurship Development Monitoring Committee (MEDMOC). 



CRITERIA FOR ELIGIBILITY

The following criteria have to be met in order for an institution/agency to be eligible for receiving GIA under the Scheme: -


1. The institute/agency must be primarily engaged in the promotion and development of entrepreneurship in Mizoram.

2. The institute/agency should play a significant role both as hubs of entrepreneurial ecosystems and educating/training entrepreneurial individuals.

3. The institute/agency must have adequate infrastructure for the above purposes with a minimum of 1 (one) lecture hall for accommodating at least 50 students.

4. The institute/agency should have accreditation by relevant institutions/bodies.


RELEASE OF FUND TO INSTITUTE/PARTNER AGENCY

1. The approve fund shall be released in installments; 40% of the fund will be released as first installment and the subsequent installment on satisfactory progress of the project in compliance with the agreement as assessed by the Government, based on site visit, discussion and project report.

2. This grant shall be utilized as per the Approved Action Plan submitted by the Institute/Partner Agency. No portion of the grant shall be utilized for any purpose other than as detailed in the proposed Action Plan, and as is necessary to perform the Plan.

3. Institute/Partner Agency shall furnish 2 (two) copies of the certificate of actual utilization of the released grant within 3 (three) months from the date of its release.  The Utilization Certificate shall be supported by vouchers, brief report and photographs, machinery & equipment etc. purchased. The Utilization Certificate must be duly signed by the head of the Institute/Partner Agency.

4. Failure to meet the minimum expectations or failure to produce the certificate of actual utilization and project reports in time (i.e. within 3 months) or discontinuation of the project may result in violation of the guidelines which can result in penalties as severe as paying back of the grant released to the Institute/Partner Agency.

5. The Government of Mizoram or MEDMOC shall not be held responsible if the execution of the work is delayed/interrupted due to causes such as Act of God, Natural calamities, War, Major Civil commotion, Fire, Storms, Floods, Strikes or Lock-outs or any other cause which is beyond the control of either of the parties. In such an event either party shall not compensate the Institute/Partner Agency for the loss that might accrue or might have accrued because of the effect of such event on execution of the Action Plan.

1. Entrepreneurship Skill Development Programme on Aluminium Works, Floor tile, Cement works training in partnership with Central Young Mizo Association (CYMA)

2. Entrepreneurship Skill Development Programme on Hygenic Soya processing in partnership with Mizoram Food Processing Research & Training Centre, Seling.

3. Entrepreneurship Skill Development Programme on Food Processing (Residential) in partnership with Mizoram Food Processing Research & Training Centre, Seling

4. Entrepreneurship Skill Development Programme on Post Harvest Management (Residential) in partnership with Mizoram Food Processing Research & Training Centre, Seling

5. Entrepreneurship Skill Development Programme on Cold Storage/Cold Chain Management in partnership with Mizoram Food Processing Research & Training Centre, Seling

6. Entrepreneurship Skill Development Programme in partnership with Govt. Aizawl West College, Aizawl

7. Entrepreneurship Skill Development Programme on “Construction Supervisor” in partnership with Central Young Mizo Association (CYMA)

8. Entrepreneurship Skill Development Programme on “Pangpar khawi in partnership with Central Young Mizo Association (CYMA)

11. Capacity Building on Entrepreneurs in Mizoram on Imports & Exports with PLR Chambers

12. Funding making of a Short Film on "Sawkar Hna kher a ngai lo" with a complete story concept of Entrepreneurship for Entrepreneurship Awareness

13. Funding Young Entrepreneurship Awareness Prog with Young Indians where they engaged with leaders, motivational speakers, business icons, innovators, etc from across the country

14. Funding Zoram Management Association Conclave @ICFAI for a public, chairtable, educational, literary and scientific society for development of Entrepreneurship and Mizoram on 8th March 2019.

15. Funding Workshop on Entrepreneurship Development in Fashion Industry by Fashion Designing School of Aizawl for promotion of entrepreneurship, to enhance their skills, maximum exposure for creativity/innovation and better networking

16. Partnering with MSME Export Promotion Council  in the North-East SC/ST Entrepreneur's Conclave where they discussed about the National Scheduled Caste & Schedule Tribe Hub (NSSH) Schemes, Issues & Challenges to SC/ST Entrepreneurs, Information Assistance & Handholding measures, etc.

17. Organized Workshop on Angel Investing for Startups in Mizoram where potential investors from Mizoram and scholars from IIM Kolkata, EDC-GLA University Mathura, experts from different fields discussed the impact & mechanism of Investment in Entrepreneurship

18. Funding Zofood for Sizo Hmepawk Traditional Food Festival for Entrepreneurship Awareness on Agri base

19. Participating at the Exhibition on Food & Farm Tech at Guwahati organized by CII

20. Funding Women's Studies Centre, MZU for organizing Handloom Expo-cum-Workshop on Entrepreneurship Development for Women Handloom Weavers at Lunglei

21. Funding Press Owners Association for their research tour at Kolkata & Faridabad where they examined materials and techniques for practical improvement in Mizoram

22. Conducting Entrepreneurs Exposure Trip to the in-and-around Kolkata at different industrial estates for 20 Entrepreneurs for enlighten their perspective, better understanding of business, to enhance their skills, maximum exposure for creativity/innovation and better networking.

23. Funding Hrangbana College Innovation club for their study tour for industries in Sikkim to enlighten their perspective, better understanding of business, to enhance their skills, maximum exposure for creativity/innovation and better networking.

24. Funding film makers/producers in Mizoram to attend Internation Film Festival of India at Goa on 19th - 29th November 2018 for promotion of Mizo film industry, to enhance their skills, maximum exposure for creativity/innovation and better networking

25. Funding MEDMOC study tour to Israel and China for better understanding of International Trade, digital trade, better exposure to innovative challenge and examine machanism of Startups & technologies in other countries.

26. Conducting Entrepreneurial training at Jorhat for Banana Leaves and Banana Pulp Processing

27. Conducting Business Research "Mapping of General Enterprising Tendency among Mizo Youth" using GETT Instrument focuses on colleges and higher secondary school students from all districts of Mizoram in collaboration with Incubation Centre,MZU

28. Funding a seminar on Intellectual Property Rights organized by Hands of Hope (H.O.P.E) where they discussed with experts from different fields regarding imports & exports, legal requirements, property rights for entrepreneurs in Mizoram
